This proposal was brought up in Sweden as well, at least a similar one.
The objections people had then were mostly concerning the fact that employers would be able to hire a person during a busy time of the year, promising him/her a guaranteed employment and then, when everything cooled down, they could simply fire them.
An objection that I consider highly relevant as I know from experience that many employers like to push young people around, taking advantage of their naivety.
