Well, long before he started paying the families of homicide bombers Iraq was on the CIA list of state sponsors of terrorism, granted I think his overall ability to fund them was diminished by the post gulf war sanctions, but I've seen little other evidence either way (the statement about paying families of homicide bombers which IIRC was made around 97/98)
