no, merely to buy out the contracts of ports controlled by foreign governments not independent companies based in foreign countries, geez you don't read very well do you. There are alot of US businesses based in the bahamas to avoid US taxes, even if it's just a mailbox, they are considered "foreign business" but are not controlled by a foreign government, even China nowadays doesn't have every business operating within it nationalized and I have no problem with private citizens or even public companies owning and performing port operations, but a company set up by a foreign government, operated and directly answerable to a foreign government is a security problem, even if only for the extra vigilance it will cause security at the port authority.
