France has announced it will restore border controls as a result of the London attacks last week. Border controls on service ferry services between France and England will be strictly enforced. Interior Minister Nicolas Sarkozy said the French government would activate a safety clause in the Schengen open-borders agreement which regulates the free movement of people in the European Union.

It is not clear when the border controls will start. Mr Sarkozy was in Brussels for a meeting of European Union interior ministers in Brussels. They decided to speed up the implementation of security measures which were agreed after the bombings in Madrid last year.

The EU ministers want to compel telecommunications companies to record all phone calls and internet messages for a three-year period. The European Parliament is strongly opposed to the measure.
