A truly well-formed conspiracy theory has its basis in truth...well, at least enough truth to be possibly true. To claim that the 9/11 attacks were allowed to happen is to ignore any possibility of truth. True, the planes could have been shot down once it was known they had altered their vectors and turned off their transponders, but that is the benefit of hindsight.
Any believable conspiracy theory will begin with the fact that the 9/11 attacks were unforseen but that the conspirators jumped at the opportunity to capitalize on the attacks. That is where you will find your really juicy conspiracies.
Let me think.... Once troops hit the ground in Afghanistan, the oil companies purposely stopped refining as much oil so that they could purposely drive up the price of crude, resulting in a dramatic increase in profits. A lot of money in support of the military action also came from South American drug cartels, because the interruption in the Afghan poppy production meant that cocaine (and its derivatives) would be in greater demand. Meanwhile, the neo-cons took advantage of public paranoia to introduce the Patriot Act, which opened the door for later declarations of martial law and the possiblity of suspending the Constitution so that Bush can stay in office until the crisis passes.
The usual one about "war for oil" has to be thrown out at this point, because if that were the case then where is my cheap gasoline?
