I have a feeling that Morgy's railgun theory has more than a shred of truth in it actually. I'm sure I remember reading that lots of research was done on it. I think it was more for resource extraction though (rather than weapons), especially from mining. The moon would make it possible to fling objects into space without rockets and therefore with a fraction of the cost it would take on Earth.
