We get a couple BBC channels in Canada depending on how many tears of cable you have,(normal BBC, and BBC newsworld, similar to CBC newsworld except with funny accents
) you can even create your own cable package if you want with BBC. I know you can pay extra for channels in Japanese if you wish so I don't see why you could not order BBC separate. I am sure it is pretty much the same in the US. In Flordia thay even have a Canadian channels for snowbirds. Which I believe as been temporary removed to punish the snowbirds for the actions of their country(not backing Bush in the war).
