Personally, I think that countries claiming that the Coalition is going to war for oil are hypocrites. They will get as much benefit as the Coalition will and they know it.
About your post. I think that you should do some research. I saw nowhere that the Coalition would create a puppet government, and neither is Saudi Arabia a puppet government. It's a US backed government, but it's not ruled the the US, as a puppet government would be.
Also, even if the goal of the Coalition was to create a puppet government, the Iraqi would still get better living condition than they do under Saddam.
