This is about local politics and leverage. Turkey know they have something that the US wants (support and airspace - from an Islamic country), and they want something that only the US can give them (tacit approval sending their troops into Nthn Iraq to sort out their Kurdish problem). The US may yell and holler for appearance purposes, but I think the Turks may get away with a slap on the wrist.
