General Tommy Franks has said the full might of an aerial attack is being held back while negotiations continue for the surrender of some elements of the Republican Guard. He says the time for negotiation will be over in a couple of hours and then it will be time for "shock and awe".
The question is, who are they negotiating with and where is Saddam....
