What is the point of having tons of money if you can't buy a few favors now and then? [img]graemlins/beigesmilewinkgrin.gif[/img]

Seriously, though...were I the government of Turkey I wouldn't want thousands of foreign troops on my soil, even if they use the temporary bases only as stepping stones to their final locale. These troops, mind you, are from a country who has friendly diplomatic relations with a hated enemy (Greece).
On the other hand, consider if I have a piece of real estate that you really want. If I reject your first offer, that means you have to sweeten the deal before I am willing to sell. Turkey is simply waiting for Bush to "up the ante", as it were.
