I still doubt German government involvement. A "government partner" is a sketchy phrase. If I'm cleaning up a superfund site, the EPA is technically my government partner. Could be a looose connection that's not anything sinister.
If not, maybe I should re-read that "underground reicht" stuff I saw the other day.
