Yes you can call Bush a dictator.
There is more than one definition for this word, you know. It can mean one of the following:

a)An absolute ruler.
b)A tyrant; a despot.
c)One who dictates; one who prescribes rules and maxims authoritatively for the direction of others.
d)someone who rules unconstrained by law

Originally, the word described
"An ancient Roman magistrate appointed temporarily to deal with an immediate crisis or emergency"


I imagine that definition 'C' is what most people mean when they label Bush as a 'dictator'... (Or possibley 'D' if they are referring to international law)
