I agree with Donut really. This would be one of the most unexpected moves for Saddam to make that I can think of. Frankly I think it is also one of the more unexpected moves for the US to make as well. And trust me, I like the idea of Saddam Hussein gone. Lefties across the world are united in their hatred of the man considering what he has done to opposition, particularly socialists, in his country. But I would be most concerned to see who comes in next and under what authority. If this is a US led initiative then can I put money on it not turning democratic anytime soon? Not that I think the US is out to cause the people of Iraq harm for the sake of it, just that it would be much more in their interests to get a leader in power who would support them in the region.
