Wow, I never heard of that! I usually have a pretty massive rep by that time, so I guess I never encountered it. I do know that if your rep isn't high enough, you can't get the "Fallen Paladins" quest from Sir Ryan Trawl, either, so the Anomen test thing makes sense as well.
