They succeeded, in the short term, in all their goals.
The difference, this time, is that instead of a small retaliation they are seeing the world come together against terrorist. They have brought nations together that, under normal circumstances, would never work together. For that reason alone, it's a failure.
Those who want the bombing to stop before the goal is achieved are inadvertently playing into the hands of the terrorists. Terrorists want to use death and destruction to reach their goals, but expect/need the civilized world to operate under a different set of rules. They fully intend to use any and every weapon at their disposal, but expect world opinion minimize any counter attack.
The terrorists only win this situation if we allow them to continue to use innocent civilians against us. The innocent civilians they plan to kill to further their goals, and the innocent civilians in their own countries they are willing to sacrifice for political goals.
Before anyone brings up this point, yes the world would probably be a different place if Western Civilization had acted differently in the Middle East over the past half century, but it would also be a different place if the Middle Eastern nations and organizations had spent money on food and education instead of financing death and destruction over the same time period.
