Resistant strains are simply a process of natural selection. If it resists, it lives and reproduces. One anti-bacterial agent that I've not heard of anything resisting is chlorine bleach. Chlorine is a primary decontamination chemical component. It can even neutralize chemical warfare agents. Although its concentrated side-effects on skin are almost as bad as the chems. it neutralizes.
