Ever been to Bosnia? It's like the 3rd world and would look completely out of place next to any European countries, even the poor ones. Culture
is very important for determining whether a country is part of Europe; consider Turkey for example. Plus Bosnia is presently a bit of a hotspot for Islamic militants which makes it not the safest place in the world.
Having said that, it is part of the Eurovision Song Contest, but make of that what you will!
