Let me see if I can remember where he is...
His head is in the docks district, in one of the houses in the upper level. The other half of him is....ummm........hmmmm.................what is my name..................of yes now I remember....the bridge district! In the locked house but the doors are trapped so be careful. The other half of him is in the sewers below the Temple District...yah got's to head west once your in the sewers but you also have to be doing the Sightless Eye quest to gain access.
