Even if the UN enacts a total ban on any/all human-based cloning, there will be nations--UN member nations, mind you--who will proceed with such research anyway. Naturally, the ones who do will do so in secret, which means there would be no limits or controls over what kind of research they are doing, or in what direction it might be heading.
One of these days, someone will clone a human regardless of any ethical or moral consequences--like nuclear research, another genie will be released from the metaphorical bottle. Cloning research must be allowed to continue because without the research we won't be able to answer all the ethical/moral questions that will arise; indeed, without the research we won't even know what all the quetions will be.
