I believe the original idea was that the UN would have its own standing army -- but that idea died sometime during the Korean War, I think.
The majority of nations wouldn't go for that now. The US and Israel would never bite, so what would be the point? The idea of even thinking about thinking about this would get Vetoed every which way.
Sorry, that's just the kind of commitment that will only be made after the next World War, once everyone is on that post-war love-in high and examines the UN for what could have been better. Just like they re-examined the League of Nations after the last war. It's an evolutionary thing.
