Evil exists per se. But, the view of it is culture-driven. It's not that it doesn't exist -- but that it's a moving target.
Hitler was a frothing, raving, cult of personality persona. He would stand before the workers and rant about the evil Jew taking their jobs, and that's how they slowly got support going for the Nazi party.
I don't credit him with any particular genious. The party was a machine much larger than him that incorporated him. Then, he slowly used the cult of personality and the politics of fear to get sole control over things. And, then, it all went to hell in a handbasket because an incompetent insane prejudiced narrow-minded dictatorial boob was running the show. His generals and fellow party members held it together as long as possible -- but he's no particular genius at all.
