The ones that are willing to fight are already at their toes, bombing a mosque won't increase their numbers. People who don't want any trouble left that area a long time ago, those who are still there know what the consequences can be, so why not give it to them ?
It's only a small problem right now, but if you don't deal with it swiftly, it could become a real issue. Respecting holy places doesn't work in situations like this, it's a weapon that can be used against you if your ignorant enough.
