Yes I agree with it more or less but am not sure how it affects growing a plant or two for personal.
To be honest though it really doesn't make to much of a difference where i'm from. Vancouver Island and the Gulf Islands, the lower mainland, and various parts of the interior it's pretty much a non-issue to get caught with a small amount of weed anyways. I've been busted a couple times and the worst that has ever happened was the cops took my bag away.
