1) I will not murder any innocents, because i will give them 72 hours to exit the city (or more depending on a situation). Any soldier that will kill an innocent (read anyone that is unarmed), will be trialed and charged with murder.
2) I will help them rebuilding the city.
3) As a General/president/Prime minister, i am charged with well being of my own people, and i do not give a damn about other people's property.
4)They will not leave penniless, they can take their things with them (as much as they can carry).

5)I do not joke. After one example of power, there will be no hijacks and no problems from the population. Naturally i will search for terrorists among the population that fled the city. It will take several days, probably weeks, but in the end they will be drown in pigs blood in a place where everyone can see them.
