Part of Frances problem is that their largest minority population is muslim, 10% of the country, that's alot of voting power, and muslims tend to be more active about actually getting out and voting than most other groups, with radical Imam's (muslim clerics) moving into the country in droves, the chances that politicians in France will clean their own house before the piles of rubbish overtakes them is slim to nil. They've taken a few token measures (deporting two or three radical Imam's but their real efforts are negligible.
