1) Having ToB installed automatically raises your exp point cap so that you CAN cast some/more of those level 9 spells now during SoA, whereas without it you are severely limited in this from the point cap. Also, with ToB installed, you will be able to use the "high level abilities" during SoA, and some of these are VERY nice to have

2) As mentioned by others, you can go to Watchers Keep in either SoA or ToB, and if you play from the start of SoA and continue directly into ToB, the game remembers what you have/have not finished in Watchers Keep. The benefit of going to the Keep early on in the 2 games is that you get the benefit of finding/buying storage items (potion bags, ammo belt, etc) and some powerful equipment (+4 shortsword)
