There are three options for starting ToB:
1. Finishing SoA, which will take you directly to ToB
2. Importing a saved game (character+party) to ToB
3. Starting a new game in ToB (making a new character)
With ToB, you can get all high levels, spells and abilities while still in SoA, all you have to do is play normally.

The Watcher's Keep is only a dungeon, which has nothing to do with the story and gameplay in the rest of ToB. Just consider the Watcher's Keep as a mere, regular quest.
You can go to WK at all times, except when you're in Brynnlaw, the Asylum and the Underdark. It will always appear on your map, as the only place accessable both in SoA and ToB.
