Convention can go a long way sometimes. The majority of our constitution is based upon conventions that certain things won't be done. The Blair government has ignored a fair few of them, but respected enough of them to not make it obvious. The BBC, whilst being publically funded, has a convention of impartiality which for the most part is actually upheld quite well I feel. But lets see who Blair appoints Chair, that could give us some indication where the Beeb is going.
