i dont know the specifics of the situation, but before we go accusing china of over-reaction, let's consider the west's demanding china "do something".
take for example a homeowner who has a dog, a big dog, that barks during the night. a neighbour complains about the dog's barking, so the dog is chained out along the back fence for short periods. this happens during a rainstorm and another neighbour (or perhaps the same one) complains the dog is neglected out in the rain.
yes, a dog spending 30 minutes in the rain is hardly comparable to thousands of animals cruelly put down. the analogy just illustrates how easily butting your nose into someone else's problems with a "helpful" suggestion can sometimes lead to unintended consequences which are worse than the problem you complained about in the first place.
two wrongs dont make a right, china is responsible for the animals they've "culled", and for how they've gone about it.
perhaps we can all learn something so that next time we think before screaming for the neighbour to do something.
