I don't know that I have noticed a disproportionate amount of black women mistreating their children. However, I will say that I respect the black moms I've known. In all the cases the father was basically absent from her and the child's life. In all cases, they were pretty hard-working and strict disciplinarians. What you've got to understand is that in the black community there is a greater sense of matriarchy because so many heads of households are women. For a few generations, it's been this way, and forced to do it, black women have been a glue holding these families together.
