Yes Greenspan is part of the Administration, but his being there is not the result of decisions made by the Current Administration. Because Greenspan being there wasn't a result of Clinton's administration either. Yet it seems that many of Bush, Jr.'s critics have no problem allowing President Clinton to bask in the ample amount of economic sunshine Alan Greenspan provided during his tenure.
For the record, Alan Greenspan was appointed as Head of the Federal Reserve in 1987. So if "credit" can only be given to the President and Administration responsible for appointing Alan Greenspan in the first place, that would have to go all the way back to Ronald Reagan.
