Not to me. The point isn't that he was Lebanese, but rather that 2 civilians were going to stop the war?? Pffffft. After all the chances Saddam got, this was at best a half-erect attempt to stop things. I'm not going back and ballyhooing all the decisions made then, mind you (including decisions to misrepresent things to us plebians), I'm just saying that there is so little likelihood of this, that it's no wonder the administration discounted it.
Saddam was just a horrible political strategist in the end. As in 1991, he called everything all wrong, much to his chagrin.
