Yep, that's big red. Large, scaly and evil. I hope you didn't kill him yet. Because that's something your stronghold will have you do.
Go to the Temple District in the city and enter the Order of The Radiant Heart. Talk to the head guy who will direct you to another fellow. He'll start giving you quests. If you did kill big, red, scaly and evil, then (I've been told) you won't receive additional experience for it from ORH. The stronghold is NOT in the Windspear Hills, it's in ORH.
