This doesn't really prove anything.
An anonymous caller phoned to claim responsibility by the PFLP - an hour later, the official leaders phoned to deny the claim. Anyone can make an anonymous phone-call.
Meanwhile, Arafat is desperate to resolve the crisis - he has to find someone responsible, or Israel will launch the usual 'retaliation' attacks. The anonymous phone call on behalf of a very small and relatively insignificant splinter organisation is a god-send. He can arrest people from this faction without upsetting any of the people who really matter in the political power game.
Problem solved and crisis defused.
