Yet another misstatement of fact. The US policy included getting the Constitution does as a first priority. Has been that way since Iraqi exiles were assembled in Michigan to run the government before the war was even over. While the occupation may last years -- helping with systems-building and all that -- the constitution was fully expected to come within the 1st year post-war. At least that's been my impression since the tanks were rolling.
Hmmm..... maybe I should rail on both sides for warping facts.
