I think that the Americans feel a bit uncomfortable that they haven't found bin Ladin yet dispite the efforts putted into this. It's so much easier to believe that Saddam has a link to al Qaida since then you have made progress in the 'War on Terrorism' by ousting him. You have then struck down a solid enemy (Saddam) instead of just swinging your sword at shadows (al Qaida).
