These people probably have serious mental issues and should be kept away from society for good.
There was a particularly cruel case today in Germany. A mother decapitated her own 10-month boy with a breadknife in Nuremberg.
They quote different causes (mental, social,...) and she has not yet stated her reason but in the end it remains that people who cannot constrain themselves enough to refrain from killing a child are - regardless of their situation or pressure - not compatible with our society.
