I hear Cairo is far far far worse. Many streets are one-way. You just don't know which way, because the flow of traffic determines everything. Maybe west today, maybe east tomorrow. Depends in which direction the flow of traffic takes over. I've not been there -- but that's what I've been told by others. While a complete breakdown of laws and common manners is present in both cases the difference lies in that the parisian traffic chaos is not congested, but instead flows rather freely. Thus you'll se a lot of cars driving with raging speed without paying any heed to traffic laws and general conduct. Add the city environment and you have something potentially very dangerous.
