Actually, it is lvl 9 without ToB, and lvl 13 with ToB.

The Exp Cap is 2,950,000. This means Mages can only reach lvl 17.
Therefore, dualling at lvl 7 means ----> 7/17
Dual at lvl 9 means ----> 9/17
Ergo, you still maximise your Mage class, but gain an additional weapon proficiency, 2 more lvls of Warrior Hp, and better THACO. Dualling at lvl 9 is much, much better than levelling at lvl 7.
