He's not "just starting a game" if he said he was "On the top level of Candlekeep."
Badger, don't worry about finding this guy....he already spoke to you. He was standing right about where Imoen was waiting, way back in the Prologue. You couldn't get past HER without her talking to you, and it's the same with this guy. He's not important anyway.
What might be more important is that you haven't been arrested yet. It's difficult to make it to the top floor of the Keep without getting in trouble with the law, and not getting arrested is bad, because it's a MAJOR factor in moving the plot along. If you seem to be above the law here, you should either a) Let us know, so we can help, or b) Go rob some banks.
