Well, I think you don'T need to have the Jaheira romance to get the harper trouble, though it takes longer, since you need to perform some dialoges between events. YOu just need to have her in the party.

In my experience this is only partly true. I've found that it actually takes
less time to get the initial Harper trouble when you don't have the Jaheira romance. The trick, unless your protagonist belongs to a race that is ineligible for the romance, is to tick her off during the initial dialogues so that love is not possible when the Harper quest begins. When in doubt, use Shadowkeeper to check the value of the "JaheiraRomanceActive" variable.

If the romance is not active then, after Xzar is killed, Meronia should immediately appear and tell J to meet with the Harpers. After that it's just a matter of when you rest. If the romance is active it should take several game days for the summons to occur.
