Exactly how is he "waving them on from behind his back"?? What actions has he taken to show approval behind the scenes? I havent seen any indication that he has meant anything other than what he has said...its not like he signed an emergency spending bill to send more arms to Israel or anything. Without gongressional approval he can't really do anything to cut support. There is very strong support for Israel in congress.
