Actualy the UK banks tried to charge us for ATMs last year. What a fuss, but eventualy they either gave in or charged us by stealth (so hard to tell with banks since there the ones printing your statements).
We also used to have problems with bandwidth hogs over here, but then the services here were totaly un-prepared to offer 24/7 flat rate connections. I used to not be able to get onto the net for 1 1/2 hours of dialing since every modem bank in the country was full. Bloody BT bloody government etc...
What hurt was that a percentage of these 24/7 connection were set to dial whenever the computer booted - 99% of the time the (newbie) user would never use it, just leave it connected and tie up the modem.
