That's sort of howI see it, although I think if possible to capture him they should've tried him for war crimes rather than just kill, but otherwise very similar.
All this being brought back up seems a bit late to me, it should have been done when America had the opportunity, but since they didn't take it, the best they can do is monitor him nice and close.
