Normalizing relations with Iran? That story has been going around since the Aytollha (sp?) died. Are you in the State Dept., or are you getting this information from the news reports? It's been what 8-10 years since the Ayatohla (I'll try it that way this time) died yet Iran still sponsers terrorism against the USA and It's interests, sounds like a good canidate for normalizing relations to me (sarcaism at full throttle).
IHMO only an Idiot would want to have normal relations with a country that still claims the USA is the Great Satan, and eagerly waits for the downfall of the USA.
Iran doesn't give a Rat's rear-end about the USA, being It's friend, or being like the USA. The man on the street in Iran may want to be friends, Heck the man on the street may even want to move to the USA. But, the man on the street in Iran has less say over what goes on in the Govt. of Iran that the non-voting public has here in the USA.
