You must rescue the Solamnic Knights, I think saying they're free is the wrong dialogue option since they will leave (I did it too my last game and I never got the stronghold quests, the game before I didn't let them leave and got the stronghold quests). You must keep them in the room and go to Rybald, he knows a wizard who can teleport them back to their homes.
