edit: you can kick valygar out if you opened the door.
You must rescue the Solamnic Knights, I think saying they're free is the wrong dialogue option since they will leave (I did it too my last game and I never got the stronghold quests, the game before I didn't let them leave and got the stronghold quests). You must keep them in the room and go to Rybald, he knows a wizard who can teleport them back to their homes. I don't know exactly when but I think when the mage teleported the knights away or when you promised to help the knights, the CW will show up (in the room where the exit to the slums is)
