There was a long thread about the Boots of Speed not too long ago. I think we clared out that it is five pairs in all, including ToB. I know only about four of them:

-Put 15 tokens in the machine in the dungeon behind Spellhold
-As andrewas said, in the Planar Prison quest, loot from a Bounty Hunter, IIRC
-Can be bought from the Tavern in Saradush (ToB)
-Can be bought from Lazarus Librarus (ToB)
