There is a second half, but its part of the Ranger stronghold quest so you cant find it unless your PC is a ranger. Why the first half is always available is a bit of a mystery, cos its useless by itself. Especialy seeing as the treasure cache and the quest aroudn it dosent exist with a ranger PC.
